Tapping Stamina in osu!phd is described as the ability for your tapping to endure continuous strain, and so osu!at focuses on the result of good Tapping Stamina: Long Stream Endurance.
Regarding other cases where tapping is strained (ex. Finger Control maps), DigitalHypno says “tapping stamina is pretty relevant in most aspects of play, as it's what determines how much you can tap before your fingers wear out, but as far as specific skills that tapping stamina falls into, streaming is definitely the biggest one” (osu!phd - Tapping Stamina).

Strain-based Stream Length is that gives back the amount of what it feels like the current note count in a stream is. It exists so that even if there are just a bunch of 250bpm triples being spammed, the calculator will still consider all of the circles in those triples as a long stream, as that’s actually what it feels like trying to hit those triples.
